General DescriptionUnder the general direction of the designated supervisor, processes personal property taxes for the County. This position assists taxpayers with related tax inquiries, maintains personal property tax accounts, and files items for taxpayers for tax assessment purposes.Hours Required for this position: 40Essential Job FunctionsGreets all visitors (in person or phone) to the department, accepts inquiries, ascertains nature of business and assists or re-directs as appropriate while providing excellent customer serviceMaintain accurate personal property tax accounts, in compliance with the Virginia State Code, County ordinances and office policy and proceduresScan/file personal property tax information and assign to proper account/yearEnsures all personal property is properly assessed; ascertains fair market value for personal property which consists of motor vehicles, trailers, campers, mobile homes, and boatsAssesses vehicles for taxation; coordinates and maintains tax abatement recordsAdjusts existing tax accounts to reflect changes to mailing address, situs, ownership, and Personal Property Tax Relief Act statusProcesses and answers complaints; resolves customers issues; and corresponds with taxpayers concerning tax issues and problemsCompletes special projects as assigned, independently or as a member of a teamWorks with supervisor to complete DMV and apartment reportsHandles inquiries and collects data from the public regarding personal propertyOperates a variety of office equipment and softwareReview applications, and forms for conformity with established proceduresAppears in court as neededProvides assistance to other tax clerksPerforms other duties as assignedRequirements/PreferencesEducation:Required: High school or equivalentPreferred: Business school or college level coursesExperiencePreferred: Two (2) years of related experience in customer service, taxationCertifications/LicensesValid Virginia driver's licenseEncouraged to enroll in the Master Deputy program through the Weldon Cooper center at UVA.Knowledge, Skills And AbilitiesKnowledge of taxation methods.Knowledge of principles and practices related to customer service.Knowledge of discovery methods and resources.Knowledge of the use and operation of automated systems.Skill in communicating clearly, concisely, and effectively, both orally and in writing.Ability to analyze financial and business statements, records, and tax returns.Ability to identify, analyze, and resolve problems.Ability to analyze facts, legal precedents, and determine correct response.Ability to multi-task and prioritize work as deadlines dictate.Ability to recognize and respond to needs resulting from department workloads, deadlines, and staffing levels.Ability to work well independently.Ability to organize information.Supervisory ResponsibilitiesNoneAdditional RequirementsSubject to a complete criminal history background search with acceptable results.
