Roanoke City Public Schools (RCPS) is an urban school division in Roanoke, Virginia, serving approximately 14,000 pre-K through 12th-grade students. GENERAL RESPONSIBILITIES Directly responsible for assisting with the overall administration, coordination, and evaluation of the Human Resources function. Reports to the Executive Director of Human Resources. ESSENTIAL TASKS The following duties are normal for this position. Participates in the development and administration of an effective retention program; develops and maintains relationships with current employees. Supervises Coordinator of Benefits, Benefits Specialist, and front office staff. Assists in the hiring process of all personnel, to include screening applications, interviewing, conducting reference checks, recommending candidates for hire, and extending job offers; applies knowledge of teacher licensure requirements, endorsements, and regulations to assist in applicant selection. Manages Classified staffing; monitors and evaluates processes and procedures for position control, job postings and advertising, hiring, on-boarding, payroll, benefits, training and development, and personnel management. Involved in training new department staff. Responsible for employee relations, including conducting investigations, compiling event reports, administering disciplinary actions, scheduling of grievance hearings, and other related activities; assists with Department of Labor and other agency claims. Supervises office staff, including delegating responsibilities, problem solving, assisting with performance evaluations, and making employment recommendations. Notifies and counsels with employees relative to non-renewal of contracts, terminations, and suspensions. Advises management staff on policies and procedures, including progressive discipline procedures, attendance policy, and drug and alcohol policy. Develops and administers various human resource plans and procedures for all District personnel, including employee handbook changes and policy recommendations. Coordinate information for requests submitted under the Freedom of Information Act (FOIA). Participates in developing department goals, objectives, budgets, and systems. Attends orientation programs, including New Educator Orientation. Processes and monitors unemployment claims and appeals through Virginia Employment Commission (VEC). Evaluates reports, decisions, and results of the department in relation to established goals; recommends new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed. Assists with the maintenance of statistical information and completion of DOE reports and surveys as appropriate. Performs other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES Knowledge of, and ability to stay current on, legal and regulatory issues impacting the District, including EEO, FLSA, FMLA, COBRA, HIPPA, ACA, and others. Ability to operate standard office equipment such as copiers, fax machines, phones, printers, and calculators. Excellent verbal and written communications skills. Working knowledge of Microsoft Office applications, plus databases, applicant tracking systems, and websites. EDUCATION AND EXPERIENCE Must possess a Master's Degree in Human Resources or Educational Leadership. Preferred: Professional in Human Resources (PHR) designation and/or Certified Professional (SHRM-CP); experince in Human Resources and Education Leadership; and Public school based experience.
