Virginia Western Community College is a two-year public institution of higher education operating under the Virginia Community College System, a statewide system of community colleges. The College operates under the policies established by the State Board for Community Colleges and the Virginia Western Community College Local Advisory Board. Virginia Western is located on a 70-acre campus in southwest Roanoke, VA. The service region of the College includes Roanoke, Salem, Roanoke County, Craig County, Franklin County, and southern Botetourt County. The College was established in 1966 and has grown from an initial enrollment of 1,352 to its current annual enrollment of over 9,000 students in credit courses and more than 1,400 enrollments in fast-track workforce and continuing education courses.
Virginia Western Community College, located in the heart of the Blue Ridge Mountains of the Roanoke Valley, is accepting applications for a Building Construction Inspector Clerk of the Works. This position serves as the construction Inspector for Capital Construction projects and other projects as assigned. Performs daily inspections and prepares daily reports for all phases of construction in accordance with duties listed in 2025DEBCPSM. Maintains a set of field records of all construction related documents. Ensures that work meets VCCS, VWCC policies and work practices conform to OSHA/VOSHA requirements, Federal, State and Local laws/regulations. Inspects construction for compliance with construction documents, FPD standards, VUSBC, VCCS's CPSM, ADAAG, NFPA and applicable codes regulation requirements.
Special Assignments - May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor.
KSA's/Required Qualifications - Education, training, and/or experience, in architecture, construction management or engineering for commercial construction projects. Experience interpreting and applying blueprints/specifications/codes to construction. Familiarity with State work and CPSM. Work-related experience as a clerk-of-the-works, construction administrator, construction project manager, or equivalent experience in documentation/inspections for large commercial construction projects. A valid driver's license required. Must pass a background check as a condition of employment. Requires considerable knowledge of construction administration process, forms, procedures and documentation requirements for large commercial projects. Knowledgeable of the General Conditions of the Construction Contract and its application. Ability to interpret and apply codes and standards. Considerable knowledge of various construction trades and building codes. Ability to maintain a harmonious relationship with Architect, Engineer, VWCC/VCCS Project Managers, Construction PM and Superintendent, and others. Ability to identify differences in building components through visual inspection and description of operational problems. Extensive knowledge of construction products, materials, constructability, and applications. Ability to read and interpret schedules, specifications, and plans. Ability to document in detail, write reports, and communicate effectively orally and in writing. Excellent verbal and written communication skills. Excellent documentation skills using Adobe, AutoCAD, Word, Excel, Outlook, Power Point, Revit and email. Extensive knowledge of construction processes. Experienced in performing the requirements of the VCCS 2026 Construction and Professional Services Manual (CPSM) for duties of Clerk of the Works (Appendix N).
Additional Considerations - Certification or license as an architect, engineer or construction manager. Significant experience in commercial construction with individual project construction costs exceeding 5 million preferably in hospitals, laboratories or higher education facilities.
