Description:

Team Carney is seeking a highly motivated Director of Business Development and Capture to join our small, agile team, where every member wears many hats and plays a crucial role in our success. The ideal candidate will be thoroughly familiar with the federal government procurement process, demonstrate a proven track record of closing new business, and possess the versatility to contribute across all areas of business development—including proposal writing, color team reviews, and beyond.

Responsibilities

  • Prospect for new business opportunities and drive business growth.
  • Develop and maintain a robust pipeline of opportunities for assigned accounts, leading capture efforts from identification through award.
  • Create and implement successful capture strategies and plans.
  • Oversee opportunity pursuit and ensure the disciplined execution of capture and business development processes.
  • Lead, coordinate, and contribute to all aspects of proposal development, including drafting high-quality proposals and participating in color team reviews to ensure compelling, compliant submissions.
  • Foster and nurture strategic partnerships and relationships across the industry.
  • Provide hands-on support in every facet of business development—embracing the small-team environment by taking on diverse responsibilities as needed.

Required Skills & Qualifications

  • Bachelor's Degree required.
  • Minimum of 5 years' experience managing complex capture efforts for prime federal contracts.
  • Thorough knowledge of various contract vehicles, including schedules, BPAs, OTAs, SBIRs/STTRs, IDIQs, etc.
  • Demonstrated success leading and winning single award prime contract captures.
  • Proven track record of securing work at both the task and contract levels.
  • Comprehensive experience supporting all phases of federal acquisition—from initial marketing and communications planning to proposal development, submission, and color team review processes.
  • Broad experience within the Department of Defense, with a focus on Training, Human Capital, and Cyber/IT sectors.
  • Exceptional interpersonal and presentation skills.
  • Ability and willingness to travel as needed.
  • U.S. citizenship required; candidates may be subject to a background investigation.
  • Enthusiastic and confident in engaging with stakeholders, clients, and partners through in-person meetings and professional interactions.
  • Demonstrates excitement and openness to leveraging AI tools to enhance business development and capture effectiveness.

Salary is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws.
The projected compensation range for this position is provided within the posting and is based on full-time status. Part-time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represent the broadest range for this position (inclusive of high geographic and high clearance requirements) and is just one component of Team Carney's total compensation package for employees. Posted Salary Range: USD 70,800.00 - USD $194,570.00/Yr
