Position DescriptionPosition Summary
New River Electrical Corporation is seeking a highly motivated, detail-oriented Proposal Specialist with technical writing experience to support the development of high-quality, client-focused proposals in the electrical utility sector. The Proposal Specialist is responsible for managing the end-to-end proposal development process, writing and editing proposals, coordinating with cross-functional teams, and ensuring the delivery of high-quality, competitive proposals that align with customer requirements and company objectives. In this position, you will report to Vice President of Business Development, Sales and Marketing and will work closely with Operations leadership and staff. The ideal candidate will possess exceptional technical writing skills, a strong understanding of utility operations, and experience responding to RFIs, RFQs, and RFPs.
Duties/Responsibilities
- Analyze RFPs, RFQs, and RFIs issued by electric utility companies, electrical cooperatives, and municipalities to determine submission requirements and evaluation criteria.
- Develop, write, edit and format clear, compelling, and compliant proposal content (including project approaches, execution strategies, team qualifications, safety and sustainability plans. executive summaries, technical sections, and pricing narratives) tailored to specific customers in the electrical utility sector.
- Ensure all documents are formatted, proofread, and finalized according to customer instructions and internal quality standards.
- Ensure all proposals comply with customer requirements, submission guidelines, and internal quality standards.
- Track proposal timelines, coordinate submission logistics, and assist with final production and delivery.
- Lead the proposal development process from RFP analysis through final submission.
- Collaborate with engineering, project management, operations, and business development teams to gather technical inputs and ensure accuracy of content.
- Maintain and update a library of reusable proposal content including past performance references, resumes, and project descriptions.
- Support proposal planning activities including kickoff meetings, content outlines, writing assignments, and internal review cycles.
- Stay informed on industry trends, regulatory changes, and customer expectations in the electrical utility and infrastructure sectors.
- Communicate proposal status, risks, and issues to leadership and stakeholders.
- Support proposal presentations and client meetings as needed.
- There may be occasional limited travel for off-site meetings, events or other business matters.

Position RequirementsQualifications
- Bachelor's degree in Business, English, Communications, Marketing, or related field (or equivalent experience).
- APMP certification or coursework in proposal management best practices is a plus.
- 3-5 years of experience writing, editing and developing proposals for utility, energy, or infrastructure-related construction services.
- Familiarity with utility procurement processes and evaluation criteria, particularly RFPs.
- Background in technical writing or journalism is preferred.
- Knowledge of environmental permitting, regulatory compliance, engineering design, or construction management in the utility sector is a plus.
- Advanced proficiency in Microsoft Office Suite (particularly Word, Excel, and PowerPoint) and Adobe Acrobat.
- Experience with proposal management software (e.g., Unanet, Shipley, GovWin, Privia, RFPIO, SharePoint, Loopio) preferred
- Exceptional written and verbal communication skills with the ability to tailor content for both technical and non-technical audiences and translate technical concepts into clear, persuasive language.
- Strong project management, organizational, analytical and research skills and ability to manage multiple priorities under tight deadlines.
- Adaptability and problem-solving skills.
- Excellent analytical thinking skills and problem-solving abilities.
- Resourceful team-player, yet with the ability to effectively work independently.
