Description:

The Deputy Director of Finance for the City of Roanoke supports the Director of Finance in managing the financial operations of the City. This position may be responsible for overseeing retirement, accounting, budgeting, financial reporting, revenue collection functions, accounts payable, procurement and payroll. The Deputy Director plays a key role in ensuring financial compliance, implementing policies, and providing strategic guidance to achieve fiscal sustainability for the City of Roanoke.

Examples of Duties

Key Responsibilities may include:

  • Assist the Director of Finance in managing the city's financial functions, by way of example to include budget preparation and monitoring, accounting, procurement, payroll, revenue collection, accounts payable, retirement and financial reporting.
  • Supervise, mentor, and evaluate finance staff, ensuring alignment with city policies and goals.
  • Oversee the preparation of the citys annual operating and capital budgets, monitoring and reporting on budget performance throughout the fiscal year.

  • Coordinate the preparation of the Annual Comprehensive Financial Report (ACFR) in compliance with applicable accounting standards and regulations.

  • Ensure the timely reporting of city revenues, including taxes, fees, and other sources of income.

  • Monitor and assist in monitoring the citys debt portfolio, including issuing and refinancing bonds, while ensuring compliance with legal requirements.

  • Develop and implement financial policies, procedures, and internal controls to safeguard city assets and ensure fiscal accountability.

  • Serve as a liaison to external auditors, ensuring timely completion of audits and addressing any audit findings.

  • Collaborate with other departments to provide financial analysis, guidance, and support for city initiatives and programs.

  • Present financial information and reports to city leadership, City Council, and other stakeholders as needed.

  • Act as the Director of Finance in their absence, ensuring the continuity of financial operations.

Typical Qualifications

Qualifications:

  • Bachelors degree in Accounting, Finance, Public Administration, or a related field. A Masters degree and/or CPA designation is preferred.

  • Minimum of 5-7 years of progressive experience in public sector finance, with at least 3 years in a management or supervisory role.

  • Thorough knowledge of governmental accounting, budgeting, and financial reporting standards (e.g., GASB, GAAP).

  • Experience with the development and oversight of large, complex municipal budgets.

  • Strong leadership and interpersonal skills, with the ability to effectively manage and motivate a diverse team.

  • Excellent analytical, problem-solving, and decision-making skills.

Preferred Skills:

  • Familiarity with Virginia state laws and regulations regarding public finance.

  • Knowledge of municipal bond markets and experience with debt issuance.

  • Experience working in a local government setting.

  • Proficient in financial management software and Microsoft Office Suite, with a focus on Excel.

Ability to read, analyze, and interpret periodicals, journals, technical procedures, or governmental regulations. Ability to write reports, correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, employees, and the general public.

Ability to apply common sense understanding to carry out instructions furnished in written or oral form. Ability to deal with problems involving several concrete variables in standardized situations. Ability to exercise good judgment and make decisions according to law. Ability to work under pressures and handle election day problems quickly and efficiently.
